Tipi Brookins, Chief of Staff

A native of Gloucester County New Jersey, Ms. Tipi Brookins is a seasoned Public Safety Communications professional with over twenty years of experience. Throughout her career she has trained and instructed numerous members of the law enforcement community to include civilians, police officers, deputy attorney generals, and investigators. She is a recent graduate from the Police for Tomorrow Fellowship at Georgetown Law. She wishes to continue to develop the leaders of tomorrow while pursuing the mission of the Office of Unified Communications.

Isaac Entsua-Mensah, Chief of 911 Operations

Isaac Entsua-Mensah is a 9-1-1 Communications and Emergency Management subject matter expert. He has over twenty years of experience implementing, directing, and managing Emergency Communication Centers, Emergency Preparedness, Business Continuity, and Campus Safety and Security Operations. Isaac has had the opportunity to serve in several positions within the field of Law Enforcement. These positions range from Deputy Sheriff to University Police Officer, Communications Officer, Field Training Coordinator, Police Sergeant, Communications Training Instructor, Emergency Communication Supervisor, and Communication Section Director. Isaac most recently served as an Operations Supervisor with the Arlington County Government Emergency Communication Center.

Camille Glover, General Counsel

Before joining the Office of Unified Communications, Camille Glover was with the Department of Public Works (DPW) in the Office of the General Counsel as the Deputy General Counsel and Interim General Counsel, and for a period, as the Acting Employee and Labor Relations Advisor. In these roles, she served as the agency’s chief legal, labor and employee advisor. Additionally, in this capacity, Ms. Glover advised the Director and all administrations on legal, policy and compliance matters, as well as served both an advisor and as a participant in oversight hearings. Camille has degrees from Howard University, Duke University and the University of Denver. 

Ingrid Jackson, Chief Administrative Officer

Ingrid Jackson is a professional with over 25 years of experience in both public and private sector roles with an emphasis on advising administrators, executives, managers, and employees in the areas of human resources management, employee and labor relations, policies and procedures and strategic planning. Most recently, Ms. Jackson served as a Human Resources Manager in the Human Resources Solution Administration within the DC Department of Human Resources. In this role she was responsible for managing the recruitment, selection, and placement services to client agencies. Ms. Jackson has an undergraduate degree in Political Science from North Carolina Central University, a master’s degree in Business Administration from Howard University and a master’s degree in Personnel and Human Resources Management from American University. She is a member of the Society for Human Resource Management (SHRM) and a Certified Public Manager.

Demeka McCleave, Wellness Coordinator

Ms. Demeka McCleave joins the Office of Unified Communication from DC Department of Behavioral Health as the OUC's Wellness Coordinator. As the agency’s first official Wellness Coordinator, Ms. McCleave will be working to develop and implement wellness programs to promote wellness for employees at OUC. She will serve as an ambassador for employee well-being. She will act as OUC's main point of contact on wellness-related programs and campaigns, assist DCHR with monitoring and evaluation to ensure that employees are being effectively engaged with substantive programming, encourage employee participation in wellness activities, and create enthusiasm around leading a healthy lifestyle.

Gavin Suares, Chief Information Officer

Gavin Suares is the Chief Information Officer (CIO) at the Office of Unified Communications (OUC) and has served in this role since August 2023. As the CIO, he is responsible for the formulation and execution of the OUC’s technology roadmap while aligning it with the agency’s mission. He oversees the agency’s network infrastructure, the District’s Citywide radio system, and 911 Computer Aided Dispatch (CAD). Mr. Suares joined the OUC in May 2022 as an IT Program Manager. Prior to joining the OUC, he worked as a consultant with Televate, LLC. for 15 years supporting major radio and CAD projects. He received his undergraduate degree in Electronics and Telecommunications from University of Mumbai, India and Master’s degree in Telecommunications Management from the University of Maryland, College Park. He is Center Manager Certified by the National Emergency Number Association (NENA). 

Marcellus Walker Jr., Chief of 311 Operations

Marcellus Walker Jr. joined the Office of Unified Communications (OUC) in January 2008, and currently serves as the Chief of 311 Operations. He brings over twelve years of experience in customer service, employee advocacy, and leadership in the public sector. He is a graduate of DC Government’s Certified Public Manager (CPM) program in partnership with George Washington University and is Center Manager Certified by the National Emergency Number Association (NENA). An experienced 311 professional, he has worked in a variety of positions at OUC throughout his career. He began on the front line as a Customer Service Representative, an Operations Supervisor, eventually advancing to 311 Operations Manager. In his current role as Chief of 311 Operations, Marcellus is responsible for the day to day planning, coordinating , and business development of the 311 Call Center Operation. 311 is the access point for residents and visitors requiring District city services and information. 

Ra'Sheer Wilkins, Chief of Professional Standards and Development

Before joining the Office of Unified Communications, Mrs. Wilkins was the Operations Manager for the Metropolitan Washington Airports Authority (MWAA) Public Safety Communications Center. A native Washingtonian, she graduated from Paul Laurence Dunbar Pre-Engineering Senior High School and later earned a Criminal Justice B.A. from Trinity University. During her 9-year tenure with MWAA she served as an Emergency Communications Technician (Call-taker, Police Dispatcher, Fire/EMS Dispatcher, and Teletype), Communications Training Officer (Awarded APCO Mid-Atlantic 2016 Trainer of the Year), Shift Supervisor, and Training Supervisor. Highly motivated and committed to the success of her team she worked collaboratively with MWAA Public Safety, Mutual-aid partners, and the Department of Homeland Security to standardize the PSCC Communications Training Officer Program based on the APCO model. She also managed PSCC policies, procedures, and technologies while developing personnel to achieve their individual career goals and the Public Safety mission.
