Job Summary
This position is located in the Office of Unified Communications (OUC), Office of the General Counsel (OGC). OGC is responsible for providing legal advice, litigation support, ensuring compliance with District of Columbia and federal laws. The Attorney Advisor will work under the direct supervision of the General Counsel, who provides broadly defined missions. The incumbent will independently plan, organize, and discharge duties, determine appropriate courses of action, and refer to the General Counsel in cases of policy interpretation or in matters having wide scaled ramifications and presents recommended solutions.
Duties and Responsibilities
The Attorney Advisor will serve as a senior attorney in OUC’s OGC handling complex and difficult matters. The incumbent will review various legal documents and relevant case laws to determine whether execution or non-execution of proposed actions is in the best interest of the District of Columbia government and will provide statements of reason and will draft language necessary to obviate objections. The Attorney Advisor will examine and analyze proposed orders, legislation, and other legal document from various sources for legal sufficiency, both as to the form and substance or rulemaking decisions. The incumbent will review records of hearing, including briefs filed, exceptions taken, rulings made, tentative decisions, as well as reports of findings of fact and conclusions of law. They will analyze the aforementioned documents and will provide recommendations to supervisor as appropriate.
Qualifications and Education
Must possess a LLB or Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association (ABA) at the time of appointment. Must have at least three (3) years of post J.D. professional legal experience.
Licensure/Certification
Must be an active member in good standing of the District of Columbia Bar or have the ability to waive in and be admitted within 360 days of appointment. If not currently a member of the Bar, prior to their appointment, the incumbent must send proof of their complete, submitted application to the District of Columbia Bar. An appointee to the Legal Service position shall remain a member in good standing of the District of Columbia Bar during his/her employment in the Legal Service.

Position Designation: This position has been designated as security-sensitive, therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations. Suitability and as such, incumbents of this position shall be subject to (a) criminal background checks; (b) traffic record check (as applicable); (c) Consumer credit check (as applicable); (c) reasonable suspicion drug and alcohol testing; and (d) post-accident or incident drug and alcohol testing.
